Stephen Sayle joined the firm on March 1st, 2020 with a focus on enhancing the firm’s energy, telecommunications, and infrastructure practices.

Sayle has served at the highest levels of government and at some of Washington, DC’s most prestigious public affairs firms. Founder of Sayle Consulting, a bipartisan, bicameral boutique lobbying firm, Sayle uses over 25 years’ experience in Washington to strategically position clients and to tactically implement winning strategies. Recognized as a leader in energy and environment issues, Sayle Consulting has also successfully represented clients in telecommunications and technology, health care issues, among others.

His government service includes three separate assignments. Sayle served as a legislative counsel to Congressman Joe Barton (R-TX) from 1989-1993. From 1995-1997, he was an Oversight and Investigations majority counsel for the powerful House Energy and Commerce Committee. Stephen returned to Capitol Hill as a subcommittee staff director under Chairman Lamar Smith (R-TX) for the Science Space and Technology Committee from 2013-2015.

His non-government service includes a principal at Dutko Worldwide (1997-2006), a top 20 Washington public affairs management firm at the time, since acquired by Grayling. From 2006-2013, Sayle was CEO of Dow Lohnes Government Strategies, a government affairs separate subsidiary of Dow Lohnes Law firm. His clients over that period have included major interests such as AT&T Wireless, Overstock, Cox Broadcasting, Chevron, Duke Energy, and a host of leading-edge information and technology clients such as Wikipedia, TiVo, and Symantec Corp. Sayle also served as U.S. Vice President of Corporate Affairs for Fontem Ventures, a non-tobacco subsidiary of Imperial Tobacco, where his responsibilities include managing all US federal and state affairs.

Twice Stephen has been recognized by The Hill Newspaper as one of Washington’s “Top Electricity Lobbyist” (2004, 2005) and three times he has been selected by The Hill Newspaper as one of Washington’s “Top Hired Guns” ( 2010, 2011, 2012).

A University of Virginia graduate, Stephen has a Juris Doctor degree cum laude from the University of Georgia School of Law and is a member of the Georgia Bar. Stephen resides on Capitol Hill, Washington DC with his three kids (21, 19, 15). He enjoys running, biking, climbing, and touring on his motorcycle, and can often be found at the horse stables riding.
